Why does my 5 month old always have red pinpoint spots (non raised)?

This may be completely normal but it's been bugging me. My 5 month old DOES have contact allergies. She will often set up swelling and pinpoint spots on her temples/forehead if she rubs her eyes enough or if something gets in it as well as the one or two food allergies she's seemed to have already. however she gets those SAME red pinpoint (non raised) spots after I saline her every night.. if she gets water up her nose in the bath.. after a crying fit...etc. Why is that? is this normal?
