AC Damper Closed - How to Open?

I think that one of our heating/AC dampers is closed, as we are receiving noticeably lower air output in a few of our upstairs rooms (not all). Given that we have a finished basement, is there a cost effective way to check the damper and/or open it from inside the vent/duct without tearing out drywall in our basement?
