What programs should I use to make a flash game?

I don't mind buying it. I'd want to make a 2D game. What programs would I need for actually programming the game and what not? I've got the music and artwork done already. Anybody happen to have a guide? Whenever I search around on google for guides, all I find are sites to make some kiddie games...
