Why did Bush decide to break the Presidential Archive Law that was Ped after Nixon destroyed credibility???

Is Bush's blatant disreguard for docenting the activities of the Executive Branch going to be the New Status Quo. Or will future Presidents be more inclined to obey the Laws of the Land.
