Why are politicians getting immunity against criminal proceedings for illegal withdrawls of cash for expenses?

Here in America, misdemeanors are not punishable for certain law makers. That is why they can ignore Traffic tickets. Surely you don't suggest that the entire legislative branch is corrupt and belongs in prison. Why that could lead to a new government and voting rights for millions.
